Christian Aid has supported SAFER from its inception under Start Network’s Transforming Surge Capacity project. Based in the United Kingdom but with a country office here, they work with local partners help people claim the services and rights they are entitled to. In the Philippines the organization supports partners fight injustice, respond to humanitarian emergencies and campaign for change.
Christian Aid provided capacity building support and seed grant funding to establish the operationalization of SAFER in the first 15 months. By way of workshops and consultation meetings, the idea of SAFER has now become a reality for its proponents.
The Disasters Emergency Committee - DEC - unites 13 of the United Kingdom's leading independent humanitarian agencies in their efforts to maximize income from the public in order to mount effective response to humanitarian crises overseas.
In the event of a major emergency overseas, the DEC launches and coordinates a high-profile national Appeal for public donations on behalf of the Member agencies. Each DEC Appeal delivers clear, consistent messages to the general public, achieves maximum publicity and most importantly provides a simple, convenient and cost-effective way for the general public to make donations to support poor people in crisis.
DEC provided technical input and capacity building regarding the establishment of a joint fundraising mechanism in the Philippines during the workshops and consultation meetings between the founding member organizations.

Venture for Fund Raising (VFA) is the first and only non-profit organization that serves the fund raising needs of other non-profits in the country and Asia.
The organization started in March 1999 as a means to have more diverse funding sources, fundraisers which are more professionally-run and have a critical mass of committed donors and volunteers.
Venture for Fund Raising also houses a specialized collection of fund raising resource materials from different parts of the world. They also promote philanthropic giving though information campaigns that teach the joy of giving. To date, they have helped over 1,000 organizations from 25 countries raise funds better through professional training, consulting, and research and public information services.
Venture for Fund Raising provided capacity building support to SAFER regarding public fundraising. From creating fundraising strategies to identifying opportunities, the engagement with VFA aimed to increase the capacity and skills of SAFER in terms of resource mobilization
The Start Network is an organization that spans across five continents and is made up 42 aid agencies that range from large international organizations to national NGOs.
The network advocates for a radical change in the humanitarian aid system so that the world can deal better with the humanitarian challenges of today, and of the future by delivering more effective emergency aid and harnessing the power and knowledge of the network to help people affected by crises.
Through its Transforming Surge Capacity Project, they aimed to make surge capacity more effective through collaboration and coordination and finding new ways to enhance the role of local actors, and has tested these mechanisms in the Philippines. The network supported the call of Philippine NGOs for locally-led humanitarian response, to which SAFER serves as one success story.
