Bangon, Cagayan: Appeal for Typhoon Ompong Report

MANILA, Philippines—Typhoon Ompong (“Mangkhut”) made landfall in Baggao, Cagayan, Northern Luzon early morning at 1:40 on Saturday, September 15. The Typhoon crossed the provinces of Cordillera and Ilocos regions at 35 kilometers per hour, causing landslides, damage to buildings and homes, livelihoods, and the vast agricultural lands in the North. 

An assessment by the Humanitarian Response Consortium (HRC) reported that the typhoon impacted 8 farming and fishing communities of Alcala, Allacapan, Baggao, and Lasam, Province of Cagayan. Initial record of affected population in the four municipalities are 16,032 families. A total of 3,730 houses were damaged and urgently need more materials for restoration. There are also reports of open defecation in two barangays which can impose health risks within the community.

IMPACT OF THE DISASTER

∙ Many barangays have not yet received relief.

∙ Food items are not sufficient for the whole affected family and is further aggravated by financial struggles due to loss of livelihoods during this period. 

∙ Poor families need more materials to fully restore their damaged houses to protect them from changing weather and other elements.

∙ Farmers who are already buried into debt with their pre-existing loans with the traders have no means to pay back because their crops were destroyed by the typhoon. 

∙ Drinking water are sourced straight from pumps or deep wells suspected with contaminants. There is a need to undertake water quality monitoring and hygiene promotion due to open defecation and other improper practices.

∙ Some communities do not have alternative sources of livelihood and are solely dependent on farming.

∙ There is high probability of risk confronting women and children of privacy, protection and security due to damaged houses and toilets with no proper walling and roofing.

∙ Special attention need to be given to IP affected communities to ensure their access to various assistance and services due to their location and cultural considerations.  

THE NEED

HRC sent a request to SAFER last for an augmentation fund amounting to Php100,000 to support their ongoing response in Cagayan. Specifically, the amount shall be used as financial grant assistance that will serve 40 households of affected communities in Barangay Cabiraoan, Gonzaga Cagayan.

The request was approved by the SAFER Board of Trustees on October 2 which prompted SAFER to officially launch a public appeal entitled “Bangon, Cagayan” to support the request. HRC is the official implementing partner for this response.

SAFER launched an Appeal through its online giving platform, Gava Gives, to collect funds for the Quick Response Fund (QRF.) Other donors sent their contribution via bank deposit. The first donation was received last September 7, 2018. The Appeal was active from September 28, 2018 to October 19, 2018. 

SAFER was able to raise Php54,274.60 from public donations during the appeal period. Php45,725.4 was shouldered by the Quick Response Fund.

The assistance bridges the financial gap for families who lost their livelihoods and main source of income from the typhoon until the time that substantial assistance from government and other sectors arrive.

The financial assistance was distributed last October 11, 2018 together with the Humanitarian Response Consortium (HRC)

The primary beneficiaries are based on the following criteria.

1. Permanent settler

2. Totally and partially damaged house

3. Poorest family, no permanent livelihood

There is preference for families who are PWD, Senior Citizens, Chronically ill, single parents, with 4 children ages 0-15 years old.

The beneficiaries are assigned by the barangay selection committee who are composed of the following: Barangay Official, BHW/BNS, fisher folks, farmer, senior citizen, women leader, and youth.

NEXT STEPS

SAFER continues to raise funds for the QRF through both traditional and nontraditional means. There will be a “Buy 4 Buyanihan” Fundraising Bazaar in UP Town Center Ampitheater this November 24-25, 2018. A portion of the proceeds will be donated to SAFER.
